Kirill Matveev was electrocuted and his girlfriend Mira Polyshina who was stood next to him was unable to save him.
She was hit by a less severe shock and survived.
Police suspect that the electric cable on the charger was not properly insulated, but an investigation is now underway.
Mr Matveev, was a 20-year-old Lada car mechanic, and died at the scene in Yoshkar-Ola city, Russia, on Monday.
His girlfriend Mira Polyshina, 20, immediately called an ambulance but the paramedics were unable to save the electrocuted man.
The Investigative Committee in Russia’s Mari El Republic said the likely cause was “due to problems with the insulation of the wiring” on the charger.
"He put the smartphone on charge and got a shock, as did his girlfriend,” said a spokesman.
"The young man died at the scene."
A video posted by his girlfriend shows the couple together, and another was a tribute by his friends to the popular Matveev.
Mari also posted an emotional message reading: ”Forgive me for not being able to save you.
“I tried, I did everything to make you breathe, but even the ambulance crew could not.
"I love you, as you know very well …Oh, how painful it was to look at you then, when I couldn’t save you.
"Sorry, my dear..I will always remember how you carried me in your arms…You know, you are the best."
